济南新规！专利预审需3件有效实用新型或1件发明专利+3名研发人员近6个月社保

（一）登记注册地在济南市行政区域，且具有独立法人资格的企业、事业单位，已成立满6个月；（三）在该产业内具有良好的专利工作基础，需要具有至少1件有效发明专利或至少3件有效实用新型专利；（四）近三年无不良信用记录，不存在非正常、低质量专利申请；（五）除上述条件外，具有重大研发项目、研发课题等特殊情况可提交相关证明材料进行具体审核；（六）不存在其他违背诚实信用原则的行为，不存在其他违法违规行为，满足国家知识产权局要求的其他备案条件。第九条 申请成为备案主体的企事业单位需在预审管理平台进行注册，提交备案申请，并提交以下材料：（四）主要在职研发人员（至少3人）近6个月缴纳社保信息材料、外部研发团队合作情况等研发团队证明材料；（五）账户管理人员的在职证明材料，如近6个月缴纳社保信息等（加盖公章）；
